Rural and Remote Professional Development Package
Please find below Guidelines, an Application Form and Fact Sheet that have been developed to support the Rural and Remote Professional Development Package as per the Heads of Agreement.
Those Nurses and midwives working at remote sites (as listed in the HoA) are eligible to apply for this package.
This package is a reimbursement package only and nurses/midwives are required to provide the necessary documentation to support the application as detailed in the guidelines and associated documents.

Classification Standards for Consultation
Please find below the DHHS draft classification descriptors for Grade 1-6 which are now released for consultation. The timeframe for consultation has now been extended to 8 August.
If you would like to submit any comments regarding the descriptors, email them to cnah@dhhs.tas.gov.au by Monday 8 August. Please also cc your email to anf@anftas.org. This will ensure that we are aware of our members position on the documents.

Heads of Agreement Implementation Update
ANF provides the following outline of outcomes from a meeting held last week with DHHS representatives.
1. Safe Staffing/NHpPD: ANF raised concerns that although NUMs have received training, nurses have not received education in the NHpPD benchmarking process. Benchmarking needs to be undertaken in a consultative process with nurses, following the education.
2. Double shift reporting on EIMS: NUMs now have monthly reports of incidence to discuss with staff and reports are tabled at the SSC committees. ANF representatives are members of these committees. Please ensure all double shifts are recorded on EIMS.
3. Payslips: All accrued annual leave arising pre implementation of the new public holiday payments (Jan 2011) will be added/transferred to your annual leave balance and displayed on payslips in the near future. All this accrued leave will have leave loading applied. New hours accrued for those who have completed the public holiday election forms will be displayed under a different code and will not have loading when taken.
4. Professional Development Allowance: An audit will be undertaken of all full time nurses initially to understand why differing amounts of payment were received.
5. Introduction by mutual agreement of six hour shifts: These shifts are confined to weekends and public holidays. There will be an EOI for all nurses who want to work some shorter shifts by mutual agreement and discussions between nurses and NUMs will commence.
6. Increased Penalty Rates: The increase to 13.75% for afternoon shifts, 26.25% for night duty and 12 hour penalties to 16% for all hours has now been implemented.
7. Purchasing of leave: A form has been developed for nurses and midwives to enable the purchase of the entitlement of one week’s additional leave and under SSALS conditions, the discretion to purchase up to two weeks additional leave. The form will be available in the near future.
8. In Charge Allowance: Transitioned Grade 4s must write on their timesheet if their In Charge shift is as the sole Grade 4 or as Grade 4 in charge of other Grade 4s, to ensure correct rate of In Charge allowance is paid.
9. Break between call back: It has been agreed that clear conditions will be drafted in the Award, in the event that an eight hour break is not able to be taken following call back, to ensure all scenarios are clear.
10. New DHHS OHS Committee: The new DHHS OHS committee has met this week to consider the range of OHS affecting nurses as outlined in the Heads of Agreement.
11. New Uniforms: Uniform committee is considering the tenders and will be responsible for selecting the provider and styles. A timeframe will be forwarded to ANF.
12. Rural and Remote: It was confirmed that funding for the new 6.4FTE CNE has been allocated to areas and ANF are pursuing the selection process to commence in a timely manner. Nurses are encouraged to apply for their annual $3,000 professional development package.
13. Night duty payments: Public holidays are included in determining penalty rates for actual hours worked for nurses working on nights.
14. Future Wage Increases: All conditions arising from the registered Heads of Agreement continue until 2013, including wage and incremental increases.
CAREER STRUCTURE
a. Classification Descriptors: Draft descriptors for Grade 1 – 6 with preamble will be circulated for consultation with members next week.
b. NUM Review: It is anticipated the final report will be released next week. Further interviews with ADONs, DONs and AHNM will be undertaken to assist to differentiate the remaining grades and levels within grades. These remaining descriptors will be finalised in draft for consultation by September.
c. Grade 3 – 4 Application: It is agreed in writing that all nurses who successfully apply for the Grade 4 progression (when available), will be backpaid from 28 April 2011 to ensure no disadvantage. DHHS will provide interim advice on timeframes by 13 July. All capability assessment tools and frameworks must be completed and agreed through a consultation process by the end of September. It is envisaged the entire process of the career structure review will be finalised by the end of September.
d. Mental Health Nurses: The Multi Disciplinary Allowance working party and direct entry points for mental health nurses in the career structure, will be undertaken in a new separate committee and include review of interstate comparisons. DHHS will advise timetable by 15 July 2011. ANF Representatives will be on this committee
e. Primary Health Entry Points: The working party has reviewed the report which will now be circulated for consultation with all nurses working in primary health. ANF will be conducting meetings/videoconferencing throughout all regions.
f. Individual Classification Reviews: Due to the extension of this review, it is agreed that the six month timeframe will commence once the career structure is completed.
g. AIN trials: Trial wards are currently being considered. Once intention is confirmed, ANF will be holding meetings on potential wards to ensure nurses are mutually agreeable to the trial.

Penalty Entitlements for Daylight Savings
It has been reported to ANF that nurses were paid 10 hours with penalty and one hour at ordinary time.

Assistant in Nursing Trial
A Statement of Duties for the Assistant in Nursing trial has been developed.
The trial of the AIN role will be limited to the four (4) hospitals within the DHHS, for a six (6) month period.

Heads of Agreement Implementation Update
ANF is pleased to provide an update on aspects of the HOA implementation of new wages and conditions:
1. Wage increase: Nurses will receive the new increased wage hourly rate on the pay day on 9 February 2011. Back pay for wages back to FFPP 1 December 2010 will be paid on the next pay day on 23 February.
2. Career structure translation will appear on your payslip from 23 February. The range of implementation issues, eg criteria for advanced progression and classification descriptors will be completed by the end of March in consultation with members.
3. HDA: All nurses currently receiving a higher duty allowance acting in a higher position will continue with their substantive salary and the additional HDA. Nurses are encouraged to contact ANF if they have been in temporary positions for greater than 12 months.
4. Allowances: All increased allowances and new allowances will be paid from pay day on 9 February and back paid on pay day 23 February. This includes the changed Remote Allowance; SMHS multidisciplinary allowance; the Lead Apron and the On Call telephone allowance. All will be back paid to FFPP 1 December 2010. Please document hours for wearing lead aprons and on call telephone work in the Comments section of your timesheet. The new Uniform allowance will commence FFPP 1 February.
5. New allowance rates include: Preceptor $2.18/hr, In Charge $16.35, On Call $3.82/$4.91 and they will increase by wage increases each year. Other allowances to increase each August by Minimum Wage Decisions increases.
6. Work Value Review: For all positions above Grade 5, this review is currently underway with an interim position by the end of January.
7. EIMS recording of double shifts: Please record all double shifts on EIMS. The drop down box of EIMS will be modified to include this coding soon. It is the responsibility of the nurse who requests the double shift to record on EIMS
8. Weekend night shift hours: The pay office is aware that the actual hours of each shift must be paid at the relevant rate, as there is no disadvantage. There will be no back pay and the new system will be implemented ASAP.
9. Review of community/palliative/FCH/SMHS: The sub committee to review career pathways and entry points will meet on 11 February 2011.
10. Professional Development Allowance will be paid from FFPP 1 May 2011.
11. Annual Leave purchase: A special form to apply for SSALS and the entitlement to one week of additional leave is being designed by HR.
12. AIN Trial: Draft SOD and trial documents currently being considered by Branch Council. Any trial will only commence with agreement by the nurses on the relevant ward.
13. Public Holidays:
a. Nurses (excluding those in receipt of a 20% loading) working public holiday will be paid 250% for all hours worked.
b. Election of leave or payment when not rostered.
The form to elect to accrue pro-rata hours or to be paid on PH which fall on your day off is currently being designed by HR. As the default position is payment, nurses who elect to have hours accrue, shall be re-credited hours and wage adjusted accordingly following the completion of the form specific to the Australia Day holiday only. Election is for a 12 month period, but you may change your election with four weeks written notice.
c. Nurses working set regular day rosters will be paid for all normal hours only falling on the public holiday which they would have worked, not pro rata hours.
d. Casuals and part timers receiving 20% loading will be paid 170% penalty on base rate and then have the 20% added for all hours worked.
e. All accrued leave arising from hours worked on public holidays from 20 December 2009 – 25 January 2011 will be honoured and paid with loading.
f. All accrued leave will be displayed on pay slips pending a date to be confirmed.
The Registered Heads of Agreement is a framework for the new EBA and Award. The overall implementation of all changes including the classification structure will take place during 2011.

PS EBA 2010 Proposed Community Career Structure
It has been acknowledged that the proposed career structure does not meet the needs of primary health in a one size fits all. Therefore it has been agreed that further work and consultation is required to review the direct entry points and career pathway for nurses entering and working in all areas of the community.
This review will be undertaken by DHHS and ANF by the end of February 2011 and agreed outcomes will be included in the new EBA.
ANF is seeking interested ANF representatives to be part of this ongoing consultation process. ANF will consult with members and seek member approval of the proposed outcomes prior to finalisation.

Public Sector EBA 2010 AIN Trial
As discussed at membership meetings and previously endorsed, the proposed trial of AINs is part of the new Public Sector EBA 2010 package.
HACSU have raised concerns about this role. Attached is a fact sheet and list of conditions which would be included in the new EBA to manage the introduction into the nursing team.
I encourage you to share this information with your ward clerks, hospital aides, orderlies etc. to ensure they understand that their roles are not jeopardised by the AIN role to support nursing in the acute care settings.

DHHS Makes a Formal Offer
The ANF (Tasmanian Branch) has received the Government’s formal offer of wages and conditions for nurses and midwives working in the public sector.
In July 2010 PSMO, DHHS, ANF and HACSU embarked upon an interest-based process to negotiate terms and conditions of employment for nurses and midwives for the next three years. This offer represents agreement in principle on key items to be included in the EBA Heads of Agreement (HoA), which members will vote on.

IBB List of Interests and Bargaining Plan
The Australian Nursing Federation (Tasmanian Branch) has agreed to trial an Interest Based Bargaining approach during the upcoming negotiations to replace the Nurses (Tasmanian Public Sector) Agreement 2007 which has a nominal expiry date of June 30 2010.

Public Sector EBA 2010
Your Public Sector Enterprise Bargaining Agreement (EBA) expired on 30 June 2010, but will continue until a new Agreement is registered with the Tasmanian Industrial Commission. ANF is looking forward to negotiating a new collective agreement on your behalf. With the Tasmanian election process completed, now is the time to influence the conditions that will assist in retaining and recruiting nurses into the future.

As a casually employed nurse feel I am already discriminated, by the fact that in leu of holiday and sick pay I am paid a 20% loading, that goes no way near covering sick or holiday pay. I now see that on bank holidays I am going to be further discriminated against and insulted by only being paid 1.7 multiple of my hour rate.
ANF has been advocating for the loading to increase
How is the case for the higher level of NUM’s going?
This was supposed to be finalised in December 2011.

Unfortunately all issues relating to grading under the Heads of Agreement 2011 have stalled. ANF have pursued this issue with the DHHS but have had difficulty getting them to address a number of issues under dispute from the Heads of Agreement. This includes a number of issues such as public holidays, some allowances and in particular the criteria for grading of Grade 3 and 4 and the criteria for determining the NUMs position. Information provided by Neroli Ellis today – Wednesday 8 February – is that there has been significant feedback regarding grades 7-9 and we are expecting further detail relating to this matter tomorrow. Once this is received and ANF are in a position to provide information that will give a reasonable expectation to NUMs of the future grading options this information will be disseminated to those affected. ANF would assure all NUMs that we will continue to pursue this matter on their behalf.
