Heads of Agreement Implementation Update
ANF provides the following outline of outcomes from the JCC meeting held Thursday 29 September with DHHS Representatives in Hobart.
1. Career Structure Review:
a. ANF has expressed frustration with the delays in implementation and there is a commitment to ensure the finalisation and implementation by the next meeting in November.
b. The draft Classification Standards for Grades 1-9 have now been received and further work is required to differentiate criteria for 7a and 7b and Grade 8-9 levels. This work will be undertaken at weekly CNO/EDON/ANF meetings commencing next week.
c. The progression criteria from Grade 3 to Grade 4 has now been agreed “in principle”. Three criteria have been agreed; Clinical Knowledge and Skills, Education and Clinical Leadership and Management. Final draft will be circulated soon with implementation as soon as the Classification Standards are agreed.
d. ANF has received a draft pay point translation table to ensure no-one is disadvantaged with the introduction of the new increments in December and this is currently being reviewed.
e. Community direct entry points/Career pathway working party – it has been proposed that this work is delayed until the models of care, work value and classification standards are finalised. As previously agreed, ANF has proposed that the 2005 Award classification structure for Community health/family and child health continues as an interim measure. DHHS to confirm.
f. AIN Trial: ANF is responding to the final draft documents in terms of the trial. A STAHS Sub Committee has been established. It has been proposed this trial is postponed until an agreed time frame.
2. Award and Agreement Drafting: The final draft was made available to ANF on Wednesday 28 September, ANF are now reviewing this document with the aim to finalise the new Award and Enterprise Agreement by Wednesday 9 November.
3. EIMS recording of double shifts: It is important that all double shifts are recorded and that analysis is undertaken to reduce double shifts and overtime. The monthly reports will be tabled at each JUMIC and SOC committee and reconciliation between Proact and EIMS will be undertaken centrally.
4. NHpPD: ANF raised the importance of consultation with nurses and ANF when benchmarking wards. The NHpPD benchmarking and TOR for SOC will be reviewed at the weekly meetings.
5. Cost Savings Reporting: The Finance Representative was again unable to produce any reports on any cost savings due to the current systems. Many nurses still appear unsure of the process to purchase additional leave – please refer to www.anftas.org for application forms for both purchase of leave and election to accrue leave through the public holiday clause
6. Six Hour Shifts: If rostered to work a six hour shift, relevant overtime will be paid if the nurse works beyond the six hours. Six hour shifts are by mutual agreement on weekends and public holidays and discussion with NUM’s at local level will enable maximum flexibility as agreed.
7. Nursing Co-Development Committee: A new committee has been set up to focus on the career structure, terms of reference of SSOCC, NHpPD benchmarking and health and safety wellbeing issues raised during the EBA. The committee consists of ANF representation, Chief Nurse and EDONs. The committee will be meeting weekly.
ANF Membership meetings are scheduled over the coming weeks and all members are encouraged to be active during this critical time for health.
